Desi Picks Indian Outsourcer, and Drug Data Is Hacked

Looks like the massive hack of Virginia's Prescription Drug Database is the result of an outsourcing deal to notorious Indian human trafficker, HCL (of "American tech grads are “unemployable” fame):


"Aneesh Chopra, President Obama's choice to serve a federal CIO, may face questions during his Senate confirmation hearing today about his use of outsourcers as head of technology in the state of Virginia.

Aneesh Chopra, appointed last month as the federal government's chief technology officer by President Barack Obama, may face questions at his U.S. Senate confirmation hearing today about his use of technology outsourcing in his previous post as Virginia's secretary of technology.

Chopra is slated to face questions from members of the U.S. Senate Committee on Commerce, Science and Transportation during a confirmation hearing later today.

In 2007, Virginia signed an outsourcing contract for content management systems with HCL America Inc., ( download pdf) which is part of HCL Technologies Ltd. in Noida, India. The Virginia Information Technologies Agency does allow work to be performed at HCL facilities in India though individual agencies can add security requirements for offshore work, said Jerry Simonoff, director of IT investments and enterprise solutions for VITA.

Chopra was named to the Virginia post in 2005, just after the state government approved a 10-year, $2 billion agreement with Northrop Grumman Corp. to outsource the state's IT infrastructure, including its help desks and data centers. At the time, officials said the state's IT infrastructure was out-of-date and about half of its IT equipment was more than eight years old."

Some doctors are holding off prescribing painkillers after a hacker accessed more than 35.5 million of Virginia's most sensitive prescription drug records two months ago, a state official told a legislative panel Monday.

Lawmakers probing the state's computer services bureaucracy, the Virginia Information Technologies Agency, also learned that its former director was dismissed earlier this month after refusing to pay VITA's contracted partner, which had missed key deadlines.

Hearings Monday by the House Science and Technology Committee and a Senate Finance technology subcommittee focused on VITA and its $10-year, $2.4 billion contract with Northrop Grumman after years worth of state agencies' complaints over high costs and long service delays they have experienced from the partnership.

Lawmakers intensified their scrutiny of the six-year-old agency created to consolidate the state's diverse and far-flung computer systems after the Prescription Monitoring Program was hacked on April 30 and after the dismissal of former VITA chief Lemuel Stewart.

With the prescription database still offline two months after it was accessed because of FBI and state criminal investigations and work to upgrade the system, some doctors are reluctant to prescribe highly addictive painkillers such as Oxycodone, Vicodin, morphine and Valium, said Sandra Whitley Ryals, director of the Department of Health Professions.

"I do not have any indication, however, of how many that might be," she told the panel.

No in fact, we love it when stupid americans spend billions of dollars in aid to terrorist producing nation like pakistan, whose ISI had a major hand in planning of 9/11, screw up their own economy and then blame it on the indians. Or when they spend billions of dollars in searching ficticious weapons of mass destruction, all on american tax payers money, and then blame it on indians. Or when they spend millions of dolalrs in creating the mujahideen in afganistan and terrorists like osama bin laden and then again spend billions to fight with them. It is like americans have a curved penis which reaches their own buttholes. They think they are screwing others but end up screwing themselves.

U.S wasted billions in Iraq an Afghanistan? How about the $400 billion USA has wasted on India, Inc. over the past decade in the form of exported wages. That doesn't even count the lost jobs, and lost consumer spending in the USA as a result - which is what is really screwing the U.S. economy.

Hacking is hacking , this has nothing to do with the software development, this is because of the infrastructure and the base system with loop holes used by hackers to hack into the system. Ok great so for this one blame it on HCL and what about the software and system developed and hacked at Pentagon recently , whom are you going to blame for that.

Whom are you going to blame for Madeoff scandal? Indians? How many scandals did you find in US done by Indians and compare with the number of scandals by Americans.

Just pointing everything to Indians is not right( I am not an indian BTW). Its all about the individual, some are good some are not, some just happen to commit a mistake, you cannot just go after blaming the whole community. I know a bunch of guys, damn brilliant, they make me think on every issue with a different angle to resolve it, unlike most of the other white team members who just shrug their shoulder and walk away saying " yeah man that sucks"

So I would request you stop blaming Indians for anything happening in the world, that just shows your mean mentality and cheapness(BUT JUST YOURS) and not of all US (We Americans).

Came upon your site while browsing something on outsourcing. What surprises me is that something I predicted in the late 90's is coming to focus only now during a recession .. not even during my dot com days in the US were my colleagues cluing onto what was hapenning regarding outsourcing. Lets see what US techies can achieve over corporate US greed as manufacturing & textile workers have failed in the past. The loss of jobs till now and into the future is phenomenal - IBM has more head count in India than in N.America (buy IBM stock ?) or complain to your congressman on outsourcing.

Suggest the following:-
1. Every LCA to H1-B's issued since 2003 be reviewed and their jobs be re-advertised so that US workers can be re-employed.

2. Review every trade agreement that Bush signed that allows Wipro,TCS,HCL etc to operate in the US and see what's in them to see if there is a level playing field for the US worker. They should be hiring Americans ONLY.

US corporate greed has screwed the US techie and will continue to do so until the current system - H1, L1, J1 visas are gotten rid of entirely.

Apple does not use heavy outsourcing. They hire a few slumdogs here and there to do backend crap office work and to make it look diverse, but their R&D - especially their software people are 98% white Americans with a few Aussies thrown in.

Apple CLOSED their R&D in India in 2006. CLOSED IT DOWN COMPLETELY.

Apple is booming BTW.

3 Indians in Topeka charged with visa fraud

An indictment unsealed Wednesday charges a Topeka couple and a Colorado man with taking part in a conspiracy to fraudulently obtain an H-1B visa, according to the U.S. Attorney’s Office in Wichita.

Charged are Mahesh Kumar Gangineni, 34, of Topeka, his wife, Komali Donavalli, 34, of Topeka, and Sankar Rao Chava, 41, of Littleton, Colo.

Also named as defendants are two companies controlled by the defendants: Global Information Technology Services in Littleton, Colo., and Vaishnavi Inc. in Topeka.

According to the indictment, Gangineni and Chava created false paperwork to make it appear that Gangineni, who owned a gas station in Topeka, was doing contract work as a computer programmer for Chava’s company, Global Information Technology Services.

Relying on Gangineni’s fictitious employment with GITS, Gangineni and Chava submitted fraudulent paperwork to the government seeking an H-1B visa for Gangineni.

An H-1B visa provides workers who have specialized knowledge to reside in the United States while they are working and potentially to receive legal alien permanent residence status, according to the U.S. Attorney’s Office.

Don't buy IBM stock for God's sake - sell all of it you have. Otherwise your stock will end up like GM's, Sun's, PeopleSoft's, Microsoft's, Lehman's, Enron's and every other company that tried to hire slumdog labor: WORTHLESS.

Maybe Oracle will end up buying IBM so that IBM doesn't have to close its doors and admit slumdog labor destroyed it like Sun & PeopleSoft did. Just wait.... it will take a while, but it will happen - IBM is an awfully big company and it takes over a decade to grift out a company this big. But just wait and see what happens. On June 3rd 2006 the Times of India ran a story which met with great outrage in India. The headline of the article was “Apple software logs out of India”. Some manager at Apple had sent software work to India without the consent of Apple’s CEO Jobs. When Jobs found out, he ordered the work brought back to America and then fired the manager. The article said:

“BANGALORE: The company that redefined the way we listen to music has decided to call it quits in India. Apple, known for its popular iPods, is pulling out its software development and support operations in India.

The company had commenced operations in April and hired about 30 people for its subsidiary, Apple Services India Pvt Ltd.

At a meeting on May 29, Apple announced its decision to lay off all its employees. Apple officials told them that "the company is revaluating its operations and has thought of pulling back its Indian operations".

Not surprisingly, in 2009 BusinessWeek ranked Apple the #1 most innovative company in the world. According to the excellent website myvisajobs.com - which exposes which companies have used H-1B - Microsoft has filed over 28,000 H-1B applications since 2001, but Apple has only filed 1,208. That's nearly TWENTY-EIGHT TIMES *FEWER* THAN MS! Apple is booming, and Microsoft is dying. Apple’s stock is $140+ and Microsoft’s as of this writing is around $24. Connect the dots."

I have to agree with Vivek about companies like IBM and Microsoft becoming worthless investments going forward.

Take IBM for example, they have only 20% of their employees here in the U.S., the vast majority of the positions were moved to India.

When U.S. corporations employ massive numbers of H-1Bs or relocate most of their development outside of the U.S., these companies are wreaking with the stench of mediocrity and a lack of innovation.

Moving your technology based corporation offshore solely to save on labor costs is that last refuge for failed corporations and the lackeys that manage them.

The great irony is that the ones who are the greatest proponents of H-1B and outsourcing are the clueless management will ultimately suffer the same fate as those they have displaced, the unemployment lines.

I have never seen an American guy piss his pants.

That is everyday survival mode for Indians, they are pissing their pants everyday when they show up for work. They are always trying to cling on to one project or another to justify their existence.
